Name that Floating Thing!

During lunch I have noticed an unusual wooden contraption floating in the river next to my office building. At first glance, it looks like a trebuchet but it doesn’t look like it has hinges or a counter weight.

I don’t want to swim out there just to figure out what it is so I leave it up to you Internet. Please don’t let me down.

That my friend is a mushroom puller. At the end of the season all the
buoys and mushrooms have to be pulled out of river.
